A classroom extension lead powering laptops, a staff-room kettle and a hired projector can all look harmless until a damaged cable, loose plug or overloaded adaptor creates a risk. Schools are not legally required to PAT test every portable electrical item every year. They are, however, required to keep electrical equipment safe for use. Do schools need PAT testing under UK law?

Day-to-day arrangements are often managed by the headteacher, business manager or premises team.
The regulations do not use the term “PAT testing”, and they do not prescribe a fixed annual interval for every appliance. What matters is that equipment is maintained appropriately, taking account of the type of appliance, its condition, where it is used and how likely it is to be damaged.
PAT testing usually combines a formal visual inspection with electrical tests where appropriate. It creates a useful record of the items checked, the result, any defects found and the action taken. A label alone is not proof that an appliance is safe. Equally, an item without a current label is not automatically unsafe. The key question is whether the school can show it has a sensible, risk-based system for inspecting, testing, repairing or removing electrical equipment from service.
Why schools need a risk-based PAT testing plan
A school contains a changing mix of electrical equipment. Some items remain in a locked office for years. Others are moved between classrooms, used outdoors, borrowed for events or handled frequently by pupils. Treating every appliance exactly the same can waste budget and still miss the areas of greatest risk.
A proportionate plan should consider the equipment’s class, age, environment and use. A desktop computer in an administration office generally faces less wear than a portable fan, extension lead or floor-cleaning machine. Equipment in kitchens, workshops, science rooms, sports areas and caretaking stores may need closer attention because it is exposed to heat, moisture, movement or heavier use.
Schools should also consider equipment brought in from home, supplied by contractors or used temporarily for productions, fairs and after-school activities. Regular user checks are part of the picture. Staff should know to look for damaged plugs, frayed flexes, taped repairs, cracked casings, scorch marks, loose sockets and signs of overheating. Any suspect item should be unplugged, labelled as not for use and reported promptly. Formal PAT testing does not replace this everyday vigilance.
Equipment that often needs closer attention
Portable and regularly handled items typically present more opportunity for damage than fixed, low-use equipment. Schools often prioritise extension leads, multi-socket adaptors, chargers, portable heaters, fans, cleaners, audiovisual equipment, kitchen appliances and tools used by site staff.
This does not mean every item needs testing at the same time. A competent provider can help set suitable inspection and testing frequencies based on the school’s real operating conditions. The result should be a plan that is defendable, practical and proportionate – not a one-size-fits-all schedule.
How often should a school carry out PAT testing?
There is no universal legal timetable. Many schools choose annual testing for portable equipment because it fits their compliance calendar and offers straightforward records. Annual testing can be sensible for frequently moved appliances, high-use areas and equipment exposed to tougher conditions.
But a yearly visit is not automatically necessary for every item. Some low-risk equipment in offices may justify a longer formal testing interval when supported by regular visual checks and an accurate register. Conversely, a damaged extension lead may need to be removed immediately, regardless of when it was last tested.
The right frequency should follow a documented risk assessment. It should reflect changes in the building, equipment inventory, staffing arrangements and incidents reported during the year. Schools that have recently expanded ICT provision, introduced more portable devices or opened specialist teaching spaces may need to review their approach.
A planned visit outside teaching hours, during an inset day or in school holidays can reduce disruption. For larger sites, testing can also be phased by building, department or area so that essential teaching equipment remains available.
What a good school PAT testing programme includes
Effective compliance is more than attaching pass stickers. A suitable programme begins with agreeing the scope of work: which buildings are included, what equipment belongs to the school, whether staff-owned items are permitted and which areas need special arrangements.
A competent engineer should visually inspect appliances before testing them, identify obvious damage and carry out the appropriate electrical checks. Failed items should be clearly recorded and removed from use or isolated where necessary. The school should receive a clear asset list and test results that can be retained with its health and safety records.
It is also worth agreeing how new equipment, replacements and repaired items will be managed between scheduled visits. Without this step, a register can quickly become outdated. A simple procedure for checking and recording newly purchased or donated appliances keeps the system useful throughout the year.
For schools, safeguarding and site conduct matter alongside technical competence. Common mistakes that create avoidable risk
The most common error is assuming that a sticker date is the whole compliance system. If staff ignore visible damage or keep using a failed item, the school has not managed the risk effectively. Another is setting an arbitrary annual test date without considering the appliance or where it is used.
Schools can also overlook extension leads and adaptors, particularly those used for temporary displays, events or classroom layout changes. Overloaded trailing leads, daisy-chained adaptors and cables running across walkways create both electrical and trip hazards. These concerns should be addressed as part of routine premises checks, not left until the next PAT visit.
Finally, do not assume that new equipment needs no attention. New appliances are usually low risk, but they still need to be suitable for the environment, correctly installed where relevant and added to the school’s inventory. A quick visual check before first use remains good practice.
Preparing for a PAT testing visit
A little preparation makes the process faster and less disruptive. Ask departments to make portable items accessible, identify equipment that must stay live and flag rooms with restricted access. The premises lead should also decide how failed items will be handled, including who can authorise replacement or repair.
Where possible, provide the previous asset register. This helps distinguish existing equipment from new items and makes it easier to investigate missing or relocated appliances. It is equally useful to nominate one school contact who can answer practical questions during the visit.
The objective is not to create paperwork for its own sake. It is to give the school confidence that electrical equipment is being controlled sensibly, faults are dealt with promptly and the evidence is available if it is ever needed.
