Portable electrical equipment is used constantly in offices, schools, care settings, shops, workshops and managed properties. What is the difference between PAT testing and visual inspection?

PAT, or Portable Appliance Testing, is the common name for the inspection and testing of portable electrical appliances. It is not simply a test carried out with a machine. A proper PAT programme normally includes a visual inspection first, followed by electrical tests appropriate to the appliance, its construction and how it is used.

Visual inspection means examining equipment for signs of damage or misuse. This may be an informal user check before use, or a formal visual inspection carried out by a competent person and recorded as part of the site’s safety arrangements. Many electrical faults can be identified this way, without plugging equipment into a tester.

Electrical testing adds information that cannot be seen. Depending on the item, this may include earth continuity, insulation resistance, polarity or lead testing. These checks can reveal deterioration inside a cable, plug or appliance that appears sound externally.

The key distinction is straightforward: visual inspection identifies visible defects, while PAT testing can also identify certain hidden electrical faults. Neither method removes the need for safe use, prompt defect reporting and suitable maintenance.

What a visual inspection can find

A thorough visual inspection is often the most valuable first line of defence. It should include the appliance, plug, flexible cable, extension lead and any adaptor or socket outlet being used with it. The person carrying it out should know what to look for and have authority to remove unsafe equipment from service.

Typical concerns include damaged cable insulation, exposed conductors, cracked plugs, loose pins, scorch marks, damaged casings, taped repairs, overloaded extension leads and equipment used in unsuitable conditions. A cable trapped in a door, a heater positioned too close to combustible materials or a charger showing heat damage are all issues that may be obvious during a visual check.

Visual checks are particularly effective where equipment is moved regularly or used by many people. Regular observations by users can spot damage soon after it occurs rather than waiting for the next scheduled inspection.

However, visual inspection has limits. It cannot confirm the integrity of an internal earth connection or reliably identify insulation breakdown inside an appliance. Equipment that looks clean and undamaged may still require electrical testing, particularly where its type, age, environment or use creates greater risk.

What PAT testing adds to a safety programme

A competent PAT inspection and test provides a more detailed assessment of portable equipment. Before testing begins, the engineer should identify the appliance class and select the correct test method. Not every item should be subjected to the same electrical test, and some equipment requires a different approach because of its design.

Class I appliances rely on an earth connection for protection and commonly include metal-cased equipment such as kettles, desktop computers and certain power tools. Class II appliances are double insulated and do not rely on an earth conductor in the same way. Cables, extension leads and portable socket outlets also need appropriate inspection and testing because they are frequently subject to wear.

The practical value of PAT testing is that it creates a controlled record of what was inspected, what passed, what failed and what action was taken. Failed items should be clearly identified and removed from use until they are repaired, retested or replaced. A pass label can be helpful for site management, but the record and the underlying risk-based process matter more than a sticker alone.

PAT testing should never be treated as a substitute for daily care. An item can be damaged the day after it passes. Staff should still know to stop using equipment with a damaged lead, unusual noise, overheating, burning smell or other sign of a fault.

PAT testing vs visual inspection: which does your site need?

Most organisations need both, but not every item needs the same frequency or level of testing. The Electricity at Work Regulations 1989 require electrical systems to be maintained so far as reasonably practicable to prevent danger. They do not prescribe a single annual PAT testing interval for every workplace appliance.

Frequency should be based on a documented risk assessment. Consider the equipment type, the environment, how often it is moved, who uses it and the consequences of failure. A desktop monitor in a low-risk office may need a different inspection schedule from a hand tool used on a construction site, a cleaning machine in a wet area or equipment used in a healthcare setting.

Lower-risk, double-insulated equipment in a controlled office may be adequately managed through regular user checks and periodic formal visual inspections, with testing at a proportionate interval. Equipment exposed to heavy use, frequent movement, moisture, dust, public access or more demanding working conditions will generally justify more frequent inspection and testing.

New equipment does not automatically need immediate electrical testing if it is supplied in good condition and suitable for use. It should still be visually checked, recorded where appropriate and included in the site’s wider maintenance arrangements. Conversely, older equipment is not unsafe simply because of its age. Its condition, construction and usage are what matter.

A practical process for duty holders

An effective programme begins with an equipment register. This does not need to be overcomplicated, but it should help the responsible person understand what equipment is on site, where it is used and whether it is company-owned, hired or brought in by staff.

Staff should be given clear instructions to carry out basic pre-use checks and report damage immediately. Faulty items should be taken out of service rather than left in a cupboard or returned to a desk with a warning note. This is especially relevant for extension leads, chargers and shared appliances, which can quickly find their way back into use.

A competent provider can then carry out formal visual inspections and PAT testing to a schedule that reflects your risk assessment. Planning matters.
