PAT testing is often straightforward, but no two sites operate in exactly the same way. Restricted areas, shift patterns, vulnerable occupants, specialist equipment and access arrangements all affect how testing should be carried out. What is a health and safety survey before PAT testing?

A pre-test health and safety survey is a practical review of the site and the proposed work. It identifies hazards associated with the testing visit, considers who could be affected and agrees the controls needed to keep staff, visitors, contractors and the testing engineer safe.

It may be completed through a pre-job discussion, from information supplied by the client, or during an on-site visit where the premises or work arrangements require a closer look. The level of detail should reflect the site. A small, low-risk office with accessible appliances may need only a short assessment, while a large school, healthcare environment or industrial premises may require more detailed planning.

The survey is not simply paperwork. It is the basis for organising testing around the way your site actually works. It helps avoid turning off essential equipment at the wrong time, entering controlled areas without permission or creating trip hazards in busy corridors.

Why the survey matters for duty holders

Duty holders must take reasonable steps to manage electrical risks at work. The Electricity at Work Regulations 1989 require electrical systems to be maintained so far as is reasonably practicable to prevent danger. They do not state that every appliance must receive PAT testing at a fixed interval. Instead, the right inspection and testing regime should be based on risk.

A health and safety survey supports that risk-based approach. It helps establish the environment in which equipment is used, how often it is moved, who uses it and whether there is a greater likelihood of damage. Timing matters just as much. Schools may need testing arranged around lessons and safeguarding procedures. Healthcare sites may need work scheduled around clinical activity. Offices may prefer testing outside meeting hours, while warehouses may need engineers to avoid loading periods or vehicle routes. A site-specific plan reduces lost time for your team and helps the engineer work safely.

The condition and type of equipment should also be discussed. This includes standard portable appliances, extension leads, chargers, IT equipment, kitchen appliances and any equipment that cannot be switched off without affecting operations. Certain items may require shutdown approval, a nominated contact or testing at a planned time. In some cases, visual inspection or another suitable maintenance measure may be more appropriate than immediate electrical testing.

A thorough survey will also identify local hazards. Planning for people and sensitive environments

The presence of people can change how a PAT testing visit is managed. In schools, nurseries and care environments, safeguarding requirements may apply. DBS-cleared engineers and clear site procedures provide reassurance where children or vulnerable people are present.

For public-facing premises, the survey should consider how testing equipment and temporary leads will be kept clear of customers, patients or visitors. Work may need to be sectioned off, completed before opening or coordinated with a responsible member of staff. Simple controls such as clear communication, safe cable management and keeping work areas tidy can prevent a minor task becoming a trip or access issue.

Sensitive equipment needs particular care. Computers, servers, medical-adjacent equipment, refrigeration units, alarm-related systems and specialist machinery may have operational or manufacturer requirements. The engineer should not disconnect equipment without agreement. A pre-job survey identifies these items and makes sure the right person is available to authorise any interruption.

Survey findings should shape the PAT testing plan

The best outcome is not a generic risk assessment filed away after the visit. It is a working plan that informs how the job is delivered. This may include an agreed test sequence, designated work areas, access times, site induction requirements, contact details and arrangements for equipment that cannot be taken out of service immediately.

It can also help define the scope accurately. Businesses sometimes assume that all plug-in equipment requires the same treatment, but asset ownership, equipment location and use can complicate matters. For example, tenant-owned appliances, personal devices and hired equipment may need a clear agreement about whether they are included. Resolving this before the engineer arrives prevents uncertainty and supports accurate records.

Where equipment is found to be unsafe during testing, the plan should set out how it will be handled. Normally, an item that fails should be clearly labelled and removed from use or isolated where appropriate. When is an on-site survey needed?

An on-site survey is particularly useful for larger, multi-use or higher-risk premises. It is often appropriate where there are multiple buildings, a high volume of appliances, difficult access, shift working, controlled areas or equipment that requires planned downtime.

It may also be needed when a client has not had a recent testing programme and does not have an up-to-date asset list. The survey can help estimate the quantity and location of appliances, identify likely problem areas and establish a realistic testing schedule.

However, an on-site visit is not always necessary. A smaller, familiar site may be planned effectively through a detailed discussion and information supplied in advance. The key is proportionality. The assessment should be sufficient for the risks involved, rather than adding unnecessary administration or cost.
