Electrical Safety at Work: A Practical Checklist

A damaged extension lead beneath a desk, an overloaded adaptor in a staff room or a charger with a split cable can create a serious electrical safety risk long before it causes an incident. For duty holders, the objective is not simply to test equipment once and file a certificate. It is to maintain a safe working environment where faults are identified early, responsibilities are clear and day-to-day operations can continue with confidence.

Electrical risks are present in every type of workplace. Offices, schools, care settings, retail units, warehouses and managed properties all rely on portable electrical equipment. The level of risk varies by environment, how equipment is used and who uses it. A practical, risk-led approach is therefore more effective than treating electrical safety as a box-ticking exercise.

What electrical safety means for duty holders

In Great Britain, employers and those responsible for premises have duties under the Electricity at Work Regulations 1989. In straightforward terms, electrical systems must be constructed, maintained and used in a way that prevents danger, so far as is reasonably practicable. This applies to fixed installations as well as portable appliances.

For a business, this means considering the condition of electrical equipment, the competence of people carrying out checks, the environment in which appliances are used and the arrangements for dealing with faults. It also means keeping suitable records that demonstrate a planned approach if an incident, audit or insurance query arises.

Portable Appliance Testing, commonly called PAT testing, is one part of this wider duty. There is no legal requirement to PAT test every appliance annually. What is required is an appropriate maintenance regime. Testing intervals should reflect risk, rather than a one-size-fits-all date in the diary.

Start with a site-specific risk assessment

A sound electrical safety programme begins with understanding the premises. A desktop computer used in a dry, low-traffic office is exposed to different risks from a power tool used on a construction site, a kitchen appliance in a school or a portable heater in a busy care environment.

Consider how often equipment is moved, whether cables are likely to be crushed or pulled, whether the appliance is used near water, and whether members of the public, pupils, residents or visitors can access it. Equipment used by trained staff in a controlled area may require less frequent formal testing than equipment that is frequently handled, hired out or used in harsher conditions.

The assessment should also account for changes. Office refurbishments, new workstations, hybrid working arrangements and additional equipment can all alter electrical load and introduce new hazards. A process that was suitable two years ago may no longer reflect the way the site operates.

Build checks into normal working practice

Most electrical faults are first visible, not discovered by a test instrument. Staff should know what to look for and feel able to remove faulty equipment from use without delay. A simple visual check before use is particularly valuable for regularly moved appliances, extension leads and chargers.

Common warning signs include damaged plugs, loose sockets, exposed wiring, taped repairs, scorch marks, cracked casings, hot plugs, frayed leads and equipment that trips a circuit. Cables running across walkways, trapped under furniture or overloaded extension blocks are also warning signs, even when an appliance appears to work normally.

When a fault is identified, the equipment should be switched off, unplugged where safe to do so, clearly labelled and taken out of service. It should not be returned to use until it has been repaired or replaced by a competent person. Continuing to use an item because it is needed for a shift, lesson or meeting creates a risk that is rarely justified.

Clear internal ownership helps. Staff can identify obvious damage, but a named manager, facilities lead or responsible person should oversee the equipment register, arrange inspections and ensure defects are closed out. Without this handover point, failed items can be left in cupboards, labels can be ignored and gaps in records can grow over time.

PAT testing: what it covers and what it does not

PAT testing normally combines a formal visual inspection with electrical tests appropriate to the appliance. Depending on the equipment class and construction, this may include earth continuity, insulation resistance and polarity checks. The results help identify defects that are not obvious from an external examination.

The service should be planned around the site. Testing can often be arranged by floor, department, classroom or area to minimise interruption. A pre-job discussion is useful for identifying restricted rooms, shift patterns, critical equipment and appliances that must remain in operation wherever possible.

A good test record should identify the appliance, its location or department, the result, test date and recommended retest date. Passed equipment is usually labelled, while failed items are clearly marked. Records matter because they provide evidence of maintenance, support budgeting for replacements and make it easier to track repeated issues in a particular area.

However, PAT testing does not replace broader electrical management. It will not confirm that fixed wiring is safe, that circuits are correctly designed for changing loads or that staff are using extension leads properly. Fixed installations require their own inspection and testing regime, typically recorded through an Electrical Installation Condition Report. The two activities support each other but address different risks.

Control the everyday causes of electrical incidents

Many electrical problems arise from convenience rather than a single technical failure. One extension lead becomes two. A multiway adaptor supplies equipment that was never intended to share one socket. Chargers are bought cheaply and used without checking their suitability. Temporary arrangements become permanent.

Facilities managers can reduce these risks by reviewing workstation layouts and ensuring there are sufficient sockets where equipment is actually used. Where extra capacity is needed, it is safer to assess whether additional fixed outlets are required than to rely indefinitely on extension leads. Any changes to the electrical installation should be undertaken by an appropriately competent electrician.

Portable heaters deserve particular attention. They can place a substantial load on local circuits, create fire risks when placed near combustible materials and are sometimes brought in without approval. A clear policy on personal electrical equipment can prevent unassessed appliances appearing across the site. The same applies to personal chargers, kettles, fans and desk heaters.

In higher-risk settings, equipment selection is part of the control measure. Appliances designed for commercial use, suitable for the environment and purchased from reputable suppliers are less likely to introduce avoidable problems. That does not remove the need for inspection, but it improves the starting point.

Choose competent, reliable support

The priority is not simply finding the lowest testing price. The provider should be able to explain their process, work around site requirements and provide usable records after the visit.

Ask how engineers are qualified, whether they can carry out a site survey where needed, how failed appliances are managed and what information will be included in the final asset register. Keep records useful, not forgotten

Compliance records are most valuable when they support decisions. Keep an up-to-date register of tested appliances, failed items, repairs, replacements and any equipment removed from site. Review the results periodically. If a certain type of appliance repeatedly fails, replacement may be more cost-effective than ongoing repair. If a department continually uses adaptors, the layout may need attention.

It is also sensible to retain evidence of staff instructions, risk assessments and fixed installation reports alongside PAT documentation. This creates a more complete picture of how electrical risks are being managed, rather than relying on a single certificate as proof of compliance.

Electrical safety works best when it is treated as a routine part of managing a premises: notice defects early, remove unsafe items from use, test equipment at intervals that match the risk and act on what the records reveal. That approach protects people first, while also helping the organisation avoid disruption, damage and unnecessary liability.
